Custom attributes let you make targeting decisions on-the-fly by reacting to real-time or otherwise changing data. This could be something rapid and malleable like keying off the browser type and version of every incoming user, or something less likely to change but still inherently dynamic, like ‘payment tier’ or ‘plan type’.
